pick majors through a lottery system
A university has caused controversy by making students pick their majors through a lottery system.
湖南南华大学因让学生通过抓阄选专业而引发争议。
南华大学2014级土木工程系500多名学生面临选专业的问题。每个专业的就业前景(job prospects after graduation)不同，好的专业僧多粥少(overcrowded)，为了避免有的专业人满为患，而一些冷门专业却无人问津的情景，学校领导经过研究决定，采取抓阄的方式来分专业，此举在网络上也引来不少争议。
如今，很多冷门专业的大学生虽然取得了毕业证书(diploma)，但仍担心找不到对口工作(have trouble finding major-related work after graduation)。还有些学生因为沉湎于电子游戏等原因未能拿到学位，甚至中途辍学(drop out halfway)。一些高校通过签订预录取协议(preadmission contracts)、入校后重新选择专业(choose different majors after enrollment)等不当方式吸引生源(attract students)。

A panel in Japan's upper house on Thursday approved legislation for a security policy shift that would allow troops to fight abroad for the first time since World War II.
日本参议院一委员会17日表决通过一项新安保法案。该法案将首次允许日本在二战后派兵海外作战。
反对者称该法案违反宪法(violate the constitution)，担忧日本可能卷入美国领导的冲突中。日本执政党自民党成员佐藤正久(Masahisa Sato)对NHK电视台称，参议院一委员会在一场混乱的会议后(a chaotic session)通过了该法案。该会议在电视上直播，反对派议员试图动手阻止投票(block the vote)，称投票是不可接受的。
安倍所在的执政党在参议院占多数，但反对党曾声称将使用拖延战术(delaying tactics)，试图阻止该法案在9月27日议会休会(parliament adjourns)前通过。16日，议会附近聚集了数千名示威者，他们高喊"取消战争法案(Scrap the war bills)"和"安倍下台(Abe resign)"。他们17日又再次集会(gather again)。

China issued a guideline document on Sept 13 for further reform of State-owned enterprises. The guideline says there is no timetable for introducing mixed ownership in SOEs, which is not only in line with systematic reform and market rules, but also avoids the so-called "campaign-style reform".
我国13日发布《关于深化国有企业改革的指导意见》。《意见》称，混合所有制改革不设时间表，这不仅符合体制改革和市场规律，也是为了避免所谓的"运动式改革"。
在过去的一些类似改革中，一些地方政府相互竞争，快速推行改革措施(speedily implement reform measures)，忽略了现实情况(ground realities)。为了显示政绩(political performances)，一些地方即使在当地条件不适合的情况下，也还是匆忙地启动改革项目(launch reform projects in a rush)。在这种情况下，改革很难推进，相反会导致国家资产的流失(lead to loss of State assets)。
《意见》称，为避免"运动式改革"的弊端，就需要坚持"试点先行、协同推进(try out pilot projects before launching all-round reforms) "的改革路径，制定符合地方实际情况的改革方案(make reform plans and procedures that suit local conditions)，积极稳妥地推进项目(actively but prudently promote the projects)。

More than 11m smartphones were infected by mobile viruses sent from the pseudo base stations in the first six months of the year, according to data released by Tencent.
腾讯数据显示，今年上半年，伪基站发送的手机病毒感染了超过1100万台智能手机。
不法人员通过伪基站利用密友(close friends)、家人(family members)或服务热线的号码(service hotlines)发送短信。一旦用户打开短信链接，黑客就能在此设备上安装软件，这样他们就能监控智能手机用户在手机上的每一步操作(monitor every move the smartphone owner performs on the handset)。
这种被私人收购、用于发送大量垃圾短信(spam message)的基站(base station)就是伪基站。这些垃圾短信五花八门，有的是投资建议(investment advice)，有的是中奖通知(notifications of winning a prize in a lottery)，有的是促销短信(promotional messages)。而且由于短信是由基站发出，会让人乍一看误以为是内容真实的短信。

"迪士尼蓝"指的是，上海市政府决定仿效北京"阅兵蓝"(Parade Blue)，关闭迪士尼公园周边的153家工厂，确保2016年上半年上海迪士尼主题公园开业后出现蓝天。
这153家企业中的大多数都是高污染(high pollution risks)、高能量消耗(high energy consumption)、低产出(low productivity)的行业，包括机械加工、金属器皿生产(metalware production)、印刷、塑料制品生产(plastics production)和化学工程(chemical engineering)。相关工作将于2016年底前全部完成。
经济专家称，上海政府正在利用迪士尼工程加速产业结构调整(speed up industrial restructuring)，促进污染企业的搬迁(promote the relocation of enterprises with pollution problems)。关闭工厂这一决定不仅仅是为了保护迪士尼乐园，改善城市形象(improve the city's image)，同时也是城市环境保护运动(environmental protection campaign)中的一部分。

"婚姻状况证明"(marital status certificate)，一般指的是"婚姻登记记录证明"和"无婚姻登记记录证明"。"婚姻登记证明"为了证明个人已经在民政部门登记过结婚，而"无婚姻登记记录证明"(Certificate of No Marriage Record)则是通常所指的"单身证明"(single/non-marital status certificate)。Marital status指婚姻状况，一般有未婚(unmarried/single)、已婚(married)、丧偶(widowed)、离异(divorce)等情况，有些文化里会用分居(separated)、同居(cohabitation)等来描述婚姻状况。
民政局称，2013年，全国开出841万类似证明，超过了婚姻登记(marriage registration)的数量。叫停此类证明，显示了政府坚决清理类似证明"你妈是你妈"(prove "his mother was his mother")等"奇葩证明"、简化行政程序(simplify administrative procedures)的决心。

此前一些新兴市场的央行(central banks in some emerging markets)呼吁美联储按原定计划尽快加息。而国际货币基金组织(IMF)和世界银行(World Bank)都呼吁美联储暂缓加息(call for the Fed to hold fire)，部分原因是担心加息对脆弱的新兴市场可能产生的影响。
美联储在其声明中表示："最近的全球经济和金融动态可能对经济活动有所抑制，并且很可能在短期内对通胀(inflation)形成进一步下行压力。"联邦公开市场委员会重申，当看到美国劳动力市场出现"一些进一步好转" (continued improvements in labour market data)，并且有合理信心认为通胀将在中期再度趋近2%的目标时，将调整利率。
