观察员国主要是指在一些国际政治经济体或国际民间团体参与国际组织时列席的国家。大多数国际组织允许接纳非成员国、民族解放组织、政府间组织、非政府间组织甚至个人作为观察员出席其有关的会议。观察员国的任务是向本国政府或派出组织汇报派往组织的活动情况，或尽量将本国政府、派出组织或个人意见提供给派往组织参考。一般是每次会议临时邀请的，但也有的国际组织接纳常驻观察员代表团。
