进入到了英国总领事馆文化教育处，就看到了布置好的一个小会场，现场色彩明快，此次活动是一项由英国首相戈登·布朗(Gordon Brown)先生亲自支持并推出的“英国首相特派项目 – 英国青年访学”项目。
This programme will take them through a series of inter-cultural experiences in one of these countries that will highlight issues of language, culture, economic growth and development in three of the world's fastest and most important emerging economies. All Fellows are 18 or 19 years old and finishing full-time education or apprenticeships and are drawn from a wide range of socio-economic backgrounds and represent a truly multi-cultural and multi-ethnic England
Shanghai, as the only host city in China, welcomes 39 Fellows this year. It is a new and innovative scheme, which gives the 39 Fellows a once-in-a-lifetime trip.
作为一个为期三年的项目，“英国首相特派项目 – 英国青年访学”每年将为100名英国青年提供国际交流学习机会。上海，作为中国唯一的一站，将迎来40名英国各大院校的优秀高中毕业生。他们将在六周的时间里了解中国的语言及文化，并与中国青年组成调研小组，围绕环境、家庭、教育、全球化和创新精神等与我们生活密切相关的热点话题，开展深入的主题调研。
With their increasing contributions to the global market, China, India and Brazil are currently drawing attention worldwide. 2008 marks the launch of the Prime Minister's Global Fellowship (PMGF), which has the strong support of the UK Prime Minister, Gordon Brown, and which focuses on these three new global economies. PMGF is a pilot programme for 100 young people from England to visit some of the major countries of the new global economy, starting with China, India and Brazil.
那么此次项目的目的又是什么呢？新兴经济体日益成为全球经济新的强大引擎，中国、印度以及巴西作为新兴经济体主要代表国家，日渐在世界经济舞台备受瞩目。一项由英国首相戈登·布朗(Gordon Brown)先生亲自支持并推出的“英国首相特派项目 – 英国青年访学”项目也将目光聚集到这三个新兴经济体国家。2008年是该项目启动的第一年，此项目为英国年轻人提供海外体验学习的机会，帮助他们了解全球新经济体的发展，深刻理解自身应该具备什么样的技能、才智和进取精神才能确保在未来国际竞争中立于不败之地。这体现了英国作为发达国家，开始积极与发展中的新经济体互相交流学习。
下午2点，活动正式开始，“英国首相特派项目——英国青年中国访学”项目正式启动！

In addition to the 39 Fellows in Shanghai, other groups of 41 Fellows and 20 Fellows respectively will visit India and Brazil. On their return, the Fellows will be asked to tell the story of their trip in the school or college they attend in England and elsewhere within their own community or neighbourhood. They will also be invited to Downing Street to share what they have learnt with the Prime Minister and with one another.
此次参加“英国首相特派项目——英国青年访学”的100名英国青年中，除40名来到上海外，另外40名与20名青年将分别前往印度和巴西参与项目安排。在六周访学活动结束回国后，他们中的部分代表将有机会受首相之邀前往唐宁街10号，向首相汇报他们的访学经验及体会。

英国首相戈登·布朗在谈到此项目时说：“‘英国首相特派项目——英国青年访学’项目将为英国青年提供机会，让他们亲眼见到展现在我们面前的这个21世纪新世界。此计划旨在开发年轻人的才能，培养他们的全球意识和进取精神。他们需要这些素质来为英国创造一个成功的未来。”
British Council CEO Martin Davidson:

特派项目的具体执行机构英国文化协会（在华作为英国大使馆/总领事馆文化教育处开展工作）的全球首席执行官马丁•戴维森先生说：“英国文化协会很高兴能够成为这个重要项目的一员，它将为英国青年提供很好的机会，帮助他们了解他们自身和英国，在未来的全球经济里会面临的机遇与挑战。”
Announcing HSBC's support for the program, Chief Executive of the HSBC Global Education Trust Dame Mary Richardson:
