Have they got any conclusion as to how people should interact with one another?
Yes. There exist in people's consciousness rules, or imagined models of conduct, that guide and control people's behavior. Social norms, therefore, are the part of culture learned by all members of a society. Of course, laws enforced by governments are one kind of social norm but by no means the only kind. Indeed, etiquette, rituals, and fashion are also called norms but are not embodied in legal statutes.
So people should conform to norms.
It's true in a sense. But not all norms apply to every member of society because individuals differ in the parts, or the roles, that they play in everyday life. When these different parts become expectations to which people feel an obligation to conform, they are called social roles.
